Kevin Waters

Executive Director

Meet Kevin Waters, a vibrant force behind the Economic Development Council (EDC) since September 2019. With over a decade of private sector experience in Skamania County and more than eight years as a Port Commissioner, Kevin brings a wealth of knowledge and a fresh perspective to the public sector. 

As a fourth-generation Skamania County community member, Kevin is deeply rooted in the local landscape. He is a dynamic business owner and entrepreneur, having co-founded Backwoods Brewing Company in Carson, Washington, and played a key role in launching the Carson General Store alongside his family. 

Kevin's academic journey includes studying Public Relations at Eastern Washington University and graduating from Stevenson High School. Today, he and his wife, along with their daughters, also own and operate the charming Maple Leaf Events Wedding Venue.

 

Kevin Waters' dedication to Skamania County's growth and prosperity is unwavering, making him an invaluable asset to the EDC and the community at large.

Cindy Bradley

Finance Manager

Since joining the EDC in January 2017 as the Finance Manager, Cindy has been an indispensable part of the team. She handles bookkeeping, clerical tasks, loan administration and collection, and assists with business development services.

 

A longtime resident of the Gorge, Cindy moved to Cascade Locks in 1967. She graduated from Cascade Locks High School and earned her Accounting diploma from Western Business College in 1988. Cindy's diverse career spans multiple industries, including non-profits, hospitality, healthcare, and more. Before joining the EDC, she dedicated a decade as the Office Manager and Bookkeeper for Skamania Physical Therapy.

Cindy and her husband Russ share a vibrant family life with their five children and seven grandchildren.

Annette Sabourin

Office Administrator

Annette Sabourin, a lifelong resident of the Pacific Northwest, has built a life and career marked by dedication, compassion, and a talent for cultivating meaningful relationships. 

 

She combines a background in social work and hospitality, fields where her joyful spirit and warm smiles shine brightly. Known for her proactive approach and resilience, Annette has a reputation for diving headfirst into any task she undertakes. 

 

She lives in the scenic Carson area with her husband, where they enjoy time with their seven grown children. An outdoor enthusiast, she loves hiking and finds peace near the water, fully embracing the natural beauty of her beloved region.
